Those are Premier/Olympic.

They manufactured a 'budget' line in the 1970's.

The wingscrews in the tripod base are identical to the Premier 250 bass pedal toe clamp wingscrews.

I am curious as well, I just gave that exact stand to my nieces son on Saturday. Was not sure what it was and it seemed so light I thought it was not worth much. I kept a much heavier modern stand for myself, should I trade back. He won't care, he is just starting out.
