Does anyone know what this is? It looks like a Japanese Hi-Lo but the die cast hoops are throwing me off. A local guy is offering it to me for $40, I'm tempted to buy it for the hoops.

I'm sure the hoops are aftermarket.

With die-cast rims, I'd buy at $40...

The die-cast hoops are worth 'about' $80. to $100. for the pair. If you need a set, $40. is a bargain.

Some MIJ drums had die cast hoops. I've owned a few in the past. Seems like a decent deal for 40.
I have a MIJ Sakae snare that has solid die cast hoops. The hoops are very heavy and thick but have typical MIJ chrome plating (okay, but not great). Because of the extra mass they will probably damp a drum's resonance somewhat more than a regular cast hoop.
I have a WMP MIJ with those same lugs and it sounds great. With those die cast hoops, I wouldn't pass it up for $40.
It looks an awful lot like a Crown snare I picked up. Same lugs, but the strainer is a little different & mine doesn't have the die casts
