Hello! I am trying to identify this tom, but haven't had much luck.. My original assumption was that this is a MIJ drum, but now I'm not so sure. After looking into it I haven't seen too many MIJ toms with center mounted lugs. Any ideas? Thanks!

Sure looks MIJ to me. The grain of the shell is running vertically & looks like lauan (asian mahogany) to me. The neo-Slingerland lugs are standard MIJ. There are lots of "Club-Date" style MIJ kits out there, well, less than kits with top & bottom lugs, but none the less they are around. I venture a guess that this is made by Pearl, but I am not familiar with that tom mount receiver.

Bracket from the Tomholder looks like Hoshino! And the lugs are to me also Hoshino lugs "Luxor" Series!

Vertical grain is usually the give away, and your tom has that.. MIJ all the way..
