For that period, no difference. Only consideration is white felt vs black felt. What's the paper tag say inside your Tower?

Just joking....sort of.

I sure wouldn't add one to a Tower.

I have a Tower snare with no muffler. I put an Aquarian Modern Vintage batter head on it with a Remo Diplomat snare side head. It sounds perfect with no muffler. I wouldn't add a muffler unless there are factory installed holes already there.

The muffler was optional on the Tower. If the holes are already there, replace it with one from a tom or a snare, they are the same. Most of them had a black felt....
