They belong to the pedal that is and I`d bet this piece is hardest to find.

The marching strap is probably for the snare and attachment plate and fasteners should be able to figure out soon.

Here`s a Leedy snare similar to yours but I think yours is earlier because it has the nut adjustment between the lugs and not top keys. It`s pre thirt...
