I found this Ludwig tom at a music store, at least it has the classic lugs and keystone badge. However, it is not a 3ply shell, it doesn't even look like a 6ply shell, anyone have any idea what this might be? Thanks.

Judging by that vertical wood grain, I would say MIJ with Ludwig hardware
Late 30s Slingerland Radio King- 7x14
SJC Custom Snare Pink Sparkle- 8x14
62 Slingerland COB Radio King- 5x14
That looks like a luan shell.
It is indeed an MIJ lauan shell of unknown origin, likely a Pearl stencil. (with the aforementioned Ludwig hardware). Looks nice, but sounds like a Pearl tom, my guess. Is that a wrap or contact paper?
Could it be one of these?: http://www.vintagedrumguide.com/images/finishes/pearl/1980_pearl_finishes.jpg
Or perhaps one of these?:
