Lacquer thinner works well too.......doesn't harm the chrome and takes the paint off real easily. Make sure the area is WELL VENTILATED and wear glove...

To be honest, Ludwig marching drums in MINT condition are even not worth a whole lot. Ones that need work like this.....$50.00 tops.
