Bill my experience was a CB700 kit that came with a lot of drums . The lugs were not cross threaded but such cheep brittle metal that they would break...

It makes perfect sense to place the lug over the seem, this how I did my veneer projects simply to cover or hide it with the lug and also hold it down...
