Saved the 13" and 16" from a 60's Ludwig kit that was going in the garbage and the kick is a 70's Ludwig maple shell.

Looks like cheap mactac. Remove it slowly with a heat gun, and you might find a fantastic bdp or sparkle finish under all of that. Good luck.
