COB or not COB

I have a Ludwig chrome snare, serial#128084, '64? The inside of the shell has a goldish hue to it, and a magnet will not stick to it. I presumed it was Chrome over brass, but have been told that if it has a serial# and a baseball bat muffler that it cant be a COB. Is that true and is there any definate way to tell? Thanks
