Looks like an older t-bolt for FT legs, or a cymbal stand that someone happened to add a wing nut to.

Agree with Michael. I have a few red label Slingerland stands. And the T bolt looks very much like the ones they used for stand height adj and tilter. I'm not positive on what era my stands are from but think 70-80's. No idea what brand the wingnut is. I can add a pic later. gotta run now.
