Default Pearl President kit - When is it from?

I've been a fan of President kits since I got a pink sparkle one several years ago. I recently got a new blue sparkle kit, in excellent condition, from a seller in the bay area, and I'm wondering if anyone can give me any hints as to what year it was made. I've found a lot of seemingly conflicting info about when these kits were made online.

It has phenolic shells, and I believe it's a re-wrap though I can't be sure of that.
