JG Richards was a "Jobber". Jobbers bought directly from the manufacturers and then resold to retailers. They sometimes left the manufacturer's name on the instrument (Leedy, Conn, etc), or simply put their own label on. Below is a label from a snare drum I have that references JG Richards:

Some guys here might recognize the hardware and thumbscrews on your bass. I'm just guessing that it's a Leedy.
