I'd plug all the holes and forget about a tom mount. That plywood has been through enough. Put the tom on a snare stand.

I am a bit concerned about the downward dangle of the snare throw. Those throws have a "progressive" tension set up. I think they weren't really made to take the harder hitting that came along...

The spurs look like ludwig spurs (gullwings). I don't know if Pearl used a similar design. Hard to tell whether the spur bracket is Pearl or Ludwig for my poor eyes.
