try lacquer thinner that could eat the rubber Parts away and not will hurt the drum at all

WD-40 will do the job.As far as the washers at OCDP we used metel washerd that had rubber washer backing..You could get these at any good nut bolt washer place....M

The mount you show is a made up one..Out of pieces.The tom mount that you need is two tubes that are 5/8s it think in round...Mikey777

The set is from the 1960's.The set was made by Pearl,Wesper was one of over 100 names that Pearl used.My guess is that Wesper was a name that Pearl used in you part of the world..I have not seen that...

The set is a Crown set the mounted toms have 8 lugs per a side bass have 10.
Its my understanding that Capri name drum's were sold on east coast..Mikey

Just got this in a few days ago late 60's Royal Star set is 14x20,8x12 and a 14x14 floor tom all i did was a very lite dust off of the before the photo's..now its up for sell....Mikey
