I usually use dishwashing detergent and a scotchbrite sponge or Comet or Bon Ami. Do it in the kitchen sink.

Bartenders friend and a little liqued ditergent and a good scrub brush.
Bartender's Friend is right next to the bonami and comet at the store. It is killer!

A quick note as a possible "Do NOT Do" -
I cleaned an old Slingerland 2 ply marching batter head in the sink with warm water, dish detergent and a soft plastic scrubbie - It cleaned up nicely - but water got in between the plies - After a day by the warm air duct, it still wouldn't dry out. - Since I needed it, I just put it on - After I tuned it up, it seems to have dried out - I suppose the tension squeezed the water out - probably absorbed by the drum shell at the bearing edge. Things seem fine now but - what a pain.
Best not to immerse 2 ply heads in H2O - DOH
