strange rogers drum coating

im started stripping my rogers big "R" set down to bare wood but after i removed the paint i found a strange white undercoating which is really hard to remove has anyone experienced this themselves? and do you know how to get rid of it?

I have never personally expierienced this but I know Tommyp will probably know the answer to this. Hes a wiz at rogers drums so I would email him or something.
