Snare Drum - Thibouville-Lamy

Hello, I am trying to find some information on a snare drum - I think its a snare drum. It looks like it is brass 3.5" high and 13 34" in diameter. It has the following stamped on it:
J.T.L
Crome
Thibouville-Lamy
63bis Rue Rcaumur
Paris

Can anyone provide any info on it? I can find info on other instruments from Thibouville-Lamy but nothing on Drums.
